Background of the Study:
Cultural diplomacy has become a key instrument for nations seeking to project soft power and enhance their global influence. The Confucius Institutes, established by China, are prominent examples of cultural diplomacy, promoting Chinese language and culture worldwide. In Lagos State, these institutes serve as hubs for cultural exchange, offering language courses, cultural events, and academic collaborations that aim to foster mutual understanding between China and local communities (Wang, 2023). This study investigates the role of Confucius Institutes in shaping international perceptions and advancing China’s soft power objectives. It examines how these institutes facilitate cross-cultural dialogue, contribute to educational exchanges, and influence public opinion about China. The research employs qualitative methods, including interviews with stakeholders and analysis of cultural program outcomes, to assess the institutes’ effectiveness in enhancing diplomatic relations and promoting cultural understanding (Liu, 2024). The study further explores challenges such as political controversies and cultural resistance, providing a nuanced view of the complexities inherent in cultural diplomacy initiatives in Lagos State.
Statement of the problem:
While the Confucius Institutes are designed to promote cultural exchange and soft power, their impact in Lagos State has been mixed. Critics argue that these initiatives may be perceived as politically motivated propaganda, potentially undermining genuine cultural engagement (Okoro, 2023). This study seeks to identify the challenges and successes associated with the institutes, evaluating how effectively they contribute to international soft power and cultural diplomacy.

Significance of the Study:
This study is significant as it provides insights into the role of cultural diplomacy in building international soft power. The findings will assist policymakers and cultural institutions in refining strategies to promote cross-cultural understanding and enhance diplomatic relations through effective cultural exchange programs (Chen, 2024).
